FIR lodged against former IGNOU VC  for Violating DEC procedures

Former acting Vice-Chancellor of Indira Gandhi National Open University (IGNOU),
Professor M Aslam has been booked by the Delhi Police for allegedly granting
approvals to certain private universities by violating Distance Education
Council (DEC) procedures. Delhi Police has booked Prof Aslam following a
complaint lodged by Dr R Sudarshan, Deputy Director, Planning and Division,
IGNOU.
Dr Sudarshan has accused Prof Aslam of granting "undue favours" to certain
universities along with other employees of the DEC, management and officials of
some private universities.
In his FIR he has alleged, “Prof Aslam Illegally granted approval to certain
private universities in the country without inspection in violation of all the
policies, norms and standards of DEC and UGC.”
The FIR mentions that Aslam along with others employees manipulated minutes of
the DEC meeting to grant undue favours to the universities for an apparent
illegal gratification, as the approval resulted in monetary benefits to the
universities in the form of fees from students.
“From the acts of Prof Aslam and other conspirators it appears that the
approvals have been granted to such private universities in lieu of huge illegal
gratification,” mentions the FIR.
The FIR says that the DEC had granted approval to the private universities for
three years, which was to expire in July 2012, and as per policy these
universities were to be inspected by a team of experts consisting nominees of
the University Grants Commission (UGC) and the All India Council for Technical
Education (AICTE). Based on their report the universities/institutions are given
recognition.
The complaint alleges that Prof Aslam as the then chairman of DEC and the
officials did not appoint any expert committee for inspection of the
universities even eight after the expiry of their approval.
Dr Sudarshan alleges in his FIR that “to succeed in their illegal act Prof
Aslam along with the other DEC officials prepared a list of the universities
whose approvals were to expire in 2011-12 and placed it before the Tripartite
Committee. Prof. Asian presented before the Committee that the private
institutions and universities should be given approval for two years without
inspection, not disclosing the fact that no efforts had been made to organise
the visits to these institutions.”
The FIR mentions name of five private universities which have allegedly
benefitted from Prof Aslam’s move. The universities are Jaipur National
University, Suresh Gyan Vihar University and NIMS University, all three from
Jaipur, Vinayaka Mission Sikkim University and Swami Vivekanand Subharti
University in Sikkim and UP, respectively.
